What is Prosiect Gwyrdd?

Prosiect Gwyrdd is a partnership between five local authorities, Caerphilly, Cardiff, Monmouthshire, Newport and the Vale of Glamorgan. The purpose of the partnership is to reduce the amount of waste buried in landfills.                                                                                        
The five councils’ combined total municipal waste, which includes all the waste that each council has to deal with makes up 40% of the total municipal waste of Wales. All five councils are committed to recycling and composting and are motivated
towards achieving the challenging targets being set.
Whilst recycling and composting is being maximised in each council, it is recognised that there will be remaining waste that will not be able to be recycled or composted, this is known as ‘Residual Waste’. The Partnership will deliver a solution to this ‘residual waste’, as landfill is no longer environmentally or financially viable.
Each local authority is following the Government’s waste hierarchy, to reduce, reuse, recycle and compost as much waste as possible Prosiect Gwyrdd is committed to delivering a solution to the disposal element of this waste hierarchy, to minimise waste to landfill.

Options for Municipal Residual Waste

There are a number of different technologies that can be used to recover value from municipal residual waste.
These can include further sorting processes; drying processes and shredding to make a fuel that can be burned efficiently to generate
energy; treating the waste to produce a gas that can be efficiently burned to generate electricity; or a number of efficient options to burn waste at different temperatures to produce heat and electricity. For more information on some options available, please visit:

During June-July 2009, each of the five Councils approved the project and to advertise the Project’s requirements to the market. The
partnership is aware of a number of different companies offering different technical solutions that are interested in the contract.

Your Views

An event has been held with a number of key stakeholders on their views as to the key issues to address in the ‘Evaluation Criteria’.
The ‘Evaluation Criteria’ is the marking scheme that the Partnership will use to assess the bids that are made. The key issues put forward have been considered and the following questionnaire produced.
The aim of this questionnaire is to seek the views of residents from across the five local council areas to help the project develop the
marking scheme. There are many important issues to address, it is important that these are prioritised. Whilst all matters may be
important we cannot grade all matters equally, as then none would be a priority over others.
Your views are sought on how matters should be prioritised in three important areas of consideration. The areas are:
• Technical Solutions
• Environment
• Social Responsibility

1. Technical Issues

This section of the questionnaire is seeking your views on technical issues when assessing options for dealing with residual waste.
These can be broken down into the following:
• Emissions from the facility(ies)
• Benefits of/ outputs from the process (gas, recyclables, energy)
• Flexibility of the facility(ies) to adapt to changing waste legislation
• Quality of service (reliability, daily service)
Technical issues revolve around the deliverability of the project; how reliable the technologies proposed are; if they do what they say they do; and maintaining standards set in law.

2. Planning and the Environment

This section of the questionnaire seeks your views on how the project should rank certain issues relating to the environment when assessing options for dealing with residual waste. It is anticipated that to maximise waste as a resource there will be an energy producing element to the solutions put forward. If a technology solution is to be highly efficient by producing both heat and power, the heat needs to be offset locally to either industrial or domestic premises in a nearby location.
Environmental considerations have been broken down into the following, these are the main factors that influence the carbon footprint:
• Number of residual waste facilities (one large or several smaller facilities could be put forward)
• Efficiency level of the facility(ies) (high efficiency decreases the carbon footprint and maximises the resource)
• Visual design, what it looks like
• Transport of residual waste to the facility(ies) (distance travelled to deliver the waste from the councils)
• Transport of any end product (recyclables, heat etc) from the facility(ies) (distance travelled)

3. Social Responsibility

This section of the questionnaire is seeking your views on how the project should rank certain issues relating to social responsibility considerations when assessing solutions for dealing with residual waste. ‘Social responsibility’ can be summarised as issues relating to and impacting on the local environment, community and business where any potential site may be and the role of the chosen contractor to engage with communities. These can be broken down into the following:
• Ensuring compliance with emissions standards
• Sustainability and carbon reduction
• Local employment opportunities
• Good neighbour policies
• Community engagement & benefits
• Proximity to industrial and residential areas to benefit from heat and power/ power off take
